Estonia proposes tariffs on Russia to fund Ukraine

Estonian Prime Minister Kristen Michal, speaking at an EU summit in Cyprus, has detailed a proposal to impose tariffs on goods from Russia, with the revenue directed to fund Ukraine's reconstruction. He argued this would provide the European Union with more money to pay for war damages. Michal also proposed banning all participants of Russia's 'Special Military Operation' from entering EU countries after the conflict, calling them criminals who would seek work in private armies. He warned that Russia must be held accountable based on historical precedent, or it would repeat such aggression in the future.
