He acknowledged that residents, including those in megacities, face outages, which he linked to operational work to prevent terrorist attacks. Putin stated that broad public warnings about such restrictions could compromise security by alerting criminals, and that ensuring public safety remains the priority. He also ordered the development of a mechanism to keep essential life-sustaining internet services running during mobile network shutdowns and called for better coordination between law enforcement and civilian agencies.
