A division of the Turkish defense company ARCA Baltics Operations will construct a €300 million artillery ammunition factory in Estonia's Põhja-Kiviõli defense industrial park. The facility will primarily produce 155mm shells, including long-range variants, as well as 60mm, 81mm, and 120mm mortar mines, and 122mm rockets. Estonian Defense Minister Hanno Pevkur stated the production will be oriented towards supplying Ukraine and other European countries. The official agreement is set to be signed in early May 2026 in Turkey during the SAHA Expo, with shell production expected to begin around 2028.
