Russia telecoms seek VPN fee delay

Russian telecom operators have requested the Ministry of Digital Development to postpone the introduction of an additional fee for international traffic consumption exceeding 15 GB per month on mobile networks. The fee, which was scheduled to take effect on May 1, 2026, is not yet legally regulated. Operators cite technical unpreparedness, citing difficulties with billing system settings required for real-time tracking and tariffing. Some participants in the discussions have asked for several months to adjust tariff plans and make the changes less painful for consumers.
