China tests deep-sea cable-cutting device

China has conducted tests of a device designed to cut through protected underwater communications cables, which carry over 95% of global internet traffic. The tests were performed from a research vessel at depths reaching 3,500 meters. While officially positioned as a civilian development, the technology's potential military application is noted, as it could be used to isolate entire countries or regions from the global internet.
